Prosecutors said the assaults in 2024 and 2025 were &#8220;brazenly filmed&#8221; on phones and showed the boys laughing and encouraging each other.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The move follows public outrage over the case, with Attorney General Lord Hermer warning there was \u201can epidemic of violence against women and girls in this country\u201d after Sir <a target=\"_blank\" aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.mirror.co.uk\/all-about\/keir-starmer\" rel=\"follow\" tabindex=\"0\" target=\"\">Keir Starmer<\/a> announced the \u201cdistressing\u201d case would be reviewed. As was made clear in that decision, it is not just the chronological age I am concerned with, but emotional and developmental age. He also added his offences had \u201cnot crossed the custody threshold\u201d and his \u201crisk of reoffending was low\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Explaining his decision to not sentence them to custody, Judge Rowland said: \u201cI should avoid criminalising these children unnecessarily and encourage them to take responsibility for their actions, understand the effects of their behaviour, on the two girls and their families, and promote the boy\u2019s reintegration into society.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cAre there matters which may diminish the culpability of these children? They were immature and may not understand risk taking behaviour. Were they acting impulsively? Peer pressure is an important factor.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cChildren are likely to benefit from the opportunity to address their behaviour, learn from their mistakes and to be receptive to change.
