His victim&#8217;s parents, Ralph, 59, and Denise, 57, won the right to attend<a target=\"_blank\" aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.mirror.co.uk\/all-about\/parole-board\" rel=\"follow\" tabindex=\"0\" target=\"_self\"> the review<\/a> but insiders say Venables has challenged the decision to allow them to attend.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The parents have been preparing for the hearing since last August but Venables\u2019 challenge means the hearing, which is set to include impact statements from the Bulger family, means it is now not expected to take place until September at the earliest.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">A source said: &#8220;This has caused fresh anguish to James\u2019 family on top of everything they have been through.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;And once again James\u2019 family have been left questioning who is actually the victim \u2013 them or the monster who tortured and killed James.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;It seems completely absurd to be giving the family hope by allowing them access to the parole hearing and then considering reneging on that, just because Venables is too much of a coward to front up to them,\u201d the source told <a target=\"_blank\" aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.thesun.co.uk\/news\/39756176\/jon-venables-blocks-victims-parents-parole-hearing\/\" rel=\"nofollow\" tabindex=\"0\" target=\"_self\">the Sun<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;It is agony for them and it has been going on for more than a year. It is an appalling situation but they will not give up fighting.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Venables&#8217; crime shocked the nation when he abducted two-year-old James Bulger from a shopping centre in Merseyside in 1993 before torturing and murdering him.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">He has now told officials he will refuse to attend the hearing if James&#8217; parents are present.
