Chairman of the inquiry, Sir Adrian Fulford, who will publish his report at midday today, previously said the obligation of the report was to provide answers to victims and their families.
Alice da Silva Aguiar, nine, Elsie Dot Stancombe, seven, and Bebe King, six, photographed below, were murdered by Axel Rudakubana in July, 2024.

Rudakubana also attempted to murder eight other children as well as class instructor Leanne Lucas, and businessman John Hayes.
